Even before the Safavid era, Naqsh-e Jahan was a lime light spot, every year they used to celebrate Nowruz and their other holidays in that area, there was even a military camp on this site to protect the city, but things changed when Safavid kings ruled the country, they moved the Capital from Qazvin to Isfahan so instead of a garden and some small retailors, the important governmental buildings and ruling hall was place in there.
Shah Abbas Safavid was an open-minded and kind king so he called all the great architectures, and on top of the list we can see the great Muhammad Reza and Ali Akbar Isfahani. He gathered up a group and asked them to design it in an Iranian way, all the designing and decoration is based on the Iranian art by the Iranian artists, the more you get information of this complex it reduces your questions referring why is it still in place.
